Suppose Tom was on a sleeper train and all those in the compartment were sound asleep. In that case if Tom saw a thief softly tip-toe around in the compartment and steal his wife’s the suitcase of his spouse, then Tom would yell out loud to catch the thief.
In this next scenario, if Tom is again on a sleeper train but instead some unknown person’s suitcase is being taken, Tom may not bother intervening. Rather, he may think, “Why should I bother to raise a hue and cry and invite trouble by yelling?” And if the owner of the suitcase began screaming, “Police! police!” then Tom might even feel irritated and think, “Why is this person making a ruckus in this late hour, and not allowing me to sleep?”
What is the operative psychology in these two scenarios? In the situation where Tom was associated with that suitcase, then he boldly raised a hue and cry. And when he was not associated with the luggage which the thief was taking away, then he remain passive and indolent. Why in these two similar scenarios are there two dramatically different responses?
The answer is that in the first scenario, the suitcase belonged to Tom’s spouse. So Tom felt a sense of oneness with that suitcase and raised a hue and cry when it was taken. Whereas in scenario 'B', Tom did not have a close link with that suitcase, so he did not intervene and rather felt disturbed and frustrated when the real owner began yelling.

Who opposes whistle-blowers in AMPS
Similar things happen in relation with AMPS. Those who are not invested fully in Ananda Marga teachings, and those who do not have 100% closeness with the organization become irritated and lash out at the whistleblower when they hear anyone making a hue and cry about organizational problems.
The conclusion: If one is invested in anything, then they protect that as their own. And if one is not invested, then they don’t care.
If you have invested in a certain company and some reporter wrote an article accusing the CEO of that company of stealing money, then you will want to know more and alert all your colleagues and friends. You will do something to ensure the guilty party is punished. Similarly, when sincere margiis find out about problems in AMPS, they try to resolve the issue and alert others alert in order to stop the wrongdoing.

Conclusion
Here is Baba's guideline that states margiis should ensure that everyone - family margiis & wholetimers - are properly adhering to our Ananda Marga conduct rules.
Ananda Marga philosophy states, "All Ananda Margis, when they see other Margis acting against the principles of Yama and Niyama, must make them shun this habit either by sweet or harsh words or by dealing even more strictly. Thus they will have to make the society strong. Henceforth I direct every Ananda Margi to keep strict vigilance on other Ananda Margi to make them practise the principles of Yama and Niyama." (1)
In Baba’s above guideline, He uses the term “Ananda Margii.” There should not be any confusion about this. According to the Supreme Command, all Wts including PP Dada are also Ananda Margiis. That means every initiated person - every Ananda Margii - is responsible for ensuring that all (i.e. family margiis, Lfts, Wts, purodhas and PP Dada) are properly adhering to Guru’s given rules of conduct.

Baba’s special teaching: snake inside the house
Ananda Marga ideology guides us, "अपना आदमी हो, घर का आदमी हो ; कोई सत्य से इधर-उधर हट गया, sincerity की कमी जिनमें है—उसका विरोध करो, बर्दाश्त मत करो | अपना आदमी है तो क्या है | अपना आदमी अगर असाधु है, insincere है, तो, और भी अधिक ख़तरनाक है | क्यों ? बाहर में अगर साँप रहा, वह जितना ख़तरनाक है, घर में अगर साँप घुस गया तो और भी अधिक ख़तरनाक है | इसलिए, और भी, उसका अधिक विरोध होना चाहिए |” (2)
Here is an English summary of Sadguru Baba’s the above Hindi teaching: If our own person or relative deviates from the truth or is lacking sincerity, oppose him. Do not tolerate him. It does not matter if he is our own relative. If our own person is dishonest and insincere then he is more dangerous. If a snake is living outside the house in the wild it is dangerous, but if that snake enters inside the house then it is more dangerous. Therefore wrongdoers of the organisation should be opposed more strongly. (3)
In His above guideline Baba explains that bad elements in society are dangerous, but bad elements inside your house - inside your organisation - are more dangerous. Do not tolerate them, benevolently oppose them. So they can rectify their ways and become an asset to our Ananda Marga society.

This is related with the below teaching where Baba says that present day artists are a blot on the society and the most degenerated human beings. Such artists are lowly and worst of all misguide the whole society towards the dungeon of degradation, especially adversely affecting impressionable youths. Theirs is a very negative path. These degenerated pop artists have essentially destroyed India's prana dharma of spirituality as now girls of India are moving in scanty dress, which was unthinkable just 20 - 30 years ago.
Ananda Marga philosophy states, "Here it must be noted that artists must seek to exhibit
to people the simple form of truth, sweetened with the sweetness of
their hearts. But it is a matter of great regret that a class of modern
artists, in the realms of poetry, novels, cinema, drama, etc., employ
all their artistic talents for the sole purpose of kindling people’s
crude sensuality, instead of portraying human propensities with the
idealistic outlook of a true artist – what to speak of portraying their
subtle human feelings. Without supporting conservatism, I would say that
this class of artists is truly a blot on society." (1)

"Kánt́aye járá bharie chilo,kánt́ár gháye tárái gelo..." (Prabhat Samgiita #4756)
Purport:
Those antisocial elements, who stuck thorns on other’s path, were wounded and destroyed by those same pointy needles. Such immoralists worship matter, swindle and cheat others to accumulate material treasures, and indulge in degrading pleasures. Due to the boomerang effect, those sinners got destroyed by their own swords. Where there is dharma there is victory.
Such communist leaders and wealthy swindlers had no love or affection for anyone. They were only infatuated with the dogma of material gain. In trying to establish themselves in mundane riches and their materialistic philosophy of communism, millions of lives were lost. In the end, nothing good came out of it, only devastation. Those selfish leaders destroyed everything. They ruthlessly harmed humanity every step of the way.
The natural tendency of the human mind is to oppose sin; and the innate feeling of the human intellect is to be free. In their attempt to pulverise these two unique qualities, the demons used a steamroller to try and crush the human spirit. But ultimately those exploiters got destroyed by those very blows. And the victory of humanity and dharma was established, by the grace of Parama Purusa. The golden dawn arrived...

[1] The first line of the above Prabhat Samgiita, "Ka'nt'a'y ya'r'a' bhariyechilo ka'nt'a'r gha'ye ta'ra'i gelo", describes how the immoralists destroyed themselves - by their very own blows. It was the boomerang effect. In 1982 the Propounder of PROUT delivered this following passage and within a decade all the main communist leaders were wiped away from the face of the earth.
Ananda Marga philosophy states, "The wickedness, the deceit, that pollutes human society first moves along a crooked path like its masters, and finally ends up by annihilating its masters themselves. The wicked persons at the helm of affairs, who are now out to liquidate others, will one day themselves be liquidated and erased from history by their own followers. Sinful persons, by following the crooked path, contaminate the atmosphere of the universe, but ultimately that sinful conduct, in a similar crooked way, will recoil like a boomerang on the sinners themselves." (1)
